USA companies filed petition for anti-dumping on import plastic bags from Vietnam

It is reported that two companies in the USA namely Polytex Fibers Corporation and ProAmpac LLC have filed a petition for anti-dumping investigation on import plastic bags from Vietnam. The petitioners alleged laminated woven sacks (LWS) produced in Vietnam are under government subsidies and sold in the US at less than normal value, causing significant losses for US domestic production.

The products subject to the investigations are laminated woven sacks (LWS) comprised of one or more plies of fabric consisting of woven polypropylene strip and/or polyethylene strip that is laminated to an exterior ply of plastic film imported from Vietnam.

The US Department of Commerce will have twenty (20) days from the date the petition was filed to determine whether or not to initiate the anti-dumping investigation.

This is not the first time the USA investigate anti-dumping on import PE bags from Vietnam. In 2010, the DOC determined that producers/exporters from Indonesia and Vietnam have sold plastic bags at less than normal value in the United States at 69.64 - 85.17% and 52.30 - 76.11%, respectively and proposed heavy antidumping and countervailing duty on these countries.

Vietnamese converters show little concern regarding the latest dumping alleged, as many have reduced the export quantity to the USA significantly over the past years.
